The Huber Heights City Council Monday night revised and restated its agreement with the YMCA of Greater Dayton to serve as the Parks and Recreation Director for Huber Heights for the next five years at $150,000 per year. The term shall automatically renew for up to three additional three year terms at $160,000, $170,000 and $180,000 respectively, unless this agreement is terminated earlier.

City Manager Gary Adams said that YMCA Executive Director Joshua Sullenberger and his staff have done a great job in the operation of the Huber recreation department. The original agreement was dated March 23, 2004 and the city will continue to rely upon the management expertise of the YMCA to further enhance existing and future city park programs.

Council also approved a facilities management agreement for the YMCA of Greater Dayton to manage and operate the city's new aquatic center located just north of the existing YMCA facility along State Route 201 which has a target date of May 2012 to open. The agreement is for a three year term which would be followed by negotiations for a five year term. The city will provide the YMCA with a fixed sum of $15,000 per year for running the facility. After the initial three year term of the contract, the city and YMCA shall split net profits with the Y receiving 20 percent if there is a profit.

"It is going to be a fantastic amenity for this community," said Adams. "It's going to be something for people of all ages to utilize..."

Adams said Sullenberger and his staff will do a "great job of running it." He also said that season passes for the facility will be sold.

In a related matter, Council authorized two change orders.

They authorized additional expenditures being in the nature of change orders to the Brumbaugh Construction, Inc. contract (Contract C) not to exceed $50,000 for certain Phase I work at the recreational amenity, in particular buildings and concrete work at the Aquatic Center.

They also authorized a change order for the Aquatic Center contract with Brumbaugh Construction, Inc. in amount not to exceed $24,278 for the installation of the amphitheater parking lot lighting with a significant savings that can be achieved because of other work now under contract and in progress in the immediate vicinity.

The city manager was authorized to accept the bid/quote and enter into an agreement with Fryman-Kuck General Contractors, Inc. in an amount not to exceed $1,150,883 with respect to sanitary lift station work relating to Phase I of the recreation amenity. Fryman-Kuck's bid included an add of $9,000 to provide a pre-assembled precast concrete storage building in lieu of the metal faced building base bid with a color to match the YCMA as much as possible.

City Engineer Russ Bergman said the new sanitary lift station would be at the corner of Shull Rd. and Brandt Pike. He said currently there is an existing small lift station at that location which will be eliminated in order to build a larger one. He said the pump station at Charlesgate has had problems and will also be eliminated. He said the new station would be large enough to handle the two lift stations which will be eliminated as well the aquatic center and the new The Heights development.

In other business, Council:

-Adopted a policy which will require direct deposit for all city employees.

-Reappointed William Harvey and Raymond Gaier to the Citizens Water and Sewer Advisory Board for a term ending Jan. 1, 2015.

-Reappointed Andrew Demland, Kathy Flayler, Darrin Goudy, Barbara Hawthorne, Eva Newby, Richard Winkler and Daniel Yoe to the Property Maintenance Review Board for a term ending Dec. 31, 2012

Council heard the second reading of a resolution to adopt the city of Huber Heights 2011 Comprehensive Plan. The third reading is expected to be at the regular session at 7 p.m. on Nov. 28.

The NEAT Beautification Awards for the third quarter were presented to residents and business who make outstanding efforts to improve and maintain their properties. Three business and three residential properties were chosen by  the Property Maintenance Review Board:

-Advanced Foot and Ankle Care,

6215 Old Troy Pk.

-4480 Longfellow Ave

-5306 Naples Dr., and

-7000 Taylorsville Rd.

During Council comments, Tyler Starline praised the members of the Huber Heights Fire Division for raising $5000 to promote breast cancer awareness with a check presented recently to the Susan G. Komen Foundation.
